Above: The Partido Frelimo held its fifth congress in July 1989: the congress was the supreme body of the party, met only every few years (irregularly in the case of Frelimo) and set strategic policy directions for the period until its next meeting.
The Frelimo Party held its Fifth Congress in Maputo, the first since the death at Mbuzini of the late President Samora Machel. In June, RENAMO had held its own first congress, deciding to respond to government peace initiatives and dropping several of its previous preconditions.
In various RENAMO attacks, power was cut off to Beira and Chimoio, a group attacked the Beira-Mutare railway line, Magude and the Georgi Dimitrov bairro in Maputo were both fired on, and around 25,000 head of cattle were reported to now be in Malawi as a result of RENAMO activities.
A Soviet-made MiG fighter of the Mozambican air-force crashed into the sea off Nacala, killing the pilot, João Mussunhane, who was on a training flight. This was the third accident involving fighter planes in a period of two months.
Two officers of the FPLM were convicted of desertion and theft, and were sentenced to prison terms; another officer was jailed for abandoning his post in Cheringoma district.
