Lt.-Gen. António Hama Thai expressed alarm at an incident in which two Kenyan Navy frigates entered Mozambican waters without permission. Hama Thai, who was Chief-of-Staff of the Mozambican army, the FPLM, commented that, given that it was widely known that Kenya was assisting Renamo, it was not possible to rule out the possibility that the two frigates were on a mission to deliver materiel to the rebel group. Negotiations were also reportedly underway between the South African power company Eskom and Renamo about protecting the pylons carrying electricity cables from Cahora Bassa to South Africa.
