Former security minister Sérgio Vieira claimed at a conference in Pretoria that support for Renamo from South Africa had been "privatised to some extent" and was continuing with the connivance of the regime. A trade in poached ivory in exchange for armaments was also being carried on. Disputes over the hiding of weapons in arms caches, access to rural areas by food convoys, and ongoing attacks by Renamo fighters continued to threaten the success of the peace process.
